The papers include correspondence, memoranda, addresses by Hughes, William McMahon and other ministers; press releases, case transcripts, parliamentary speeches and questions, committee reports, subject files, newspaper cuttings and other papers. The papers primarily relate to Hughes's period as Attorney-General and contain Commonwealth Police reports and other documents relating to the activities of drafts resisters and anti-Vietnam War demonstrators as well as drafts and associated material relating to the "National Service Act:, the Public Order (Protection of Persons and Property) Bill and other legislation. The papers also contain Liberal Party papers including minutes of policy committee meetings, and papers relating to Hughes' non-Ministerial parliamentary activities.

Politician. Thomas Eyre Forrest (Tom) Hughes AO QC worked as a barrister and Queen's Counsel before being elected in 1963 and 1966 as the Liberal Party representative for Parkes (N.S.W.), and in 1969 for Berowra (N.S.W.). From November 1969 to March 1971 he was Attorney-General (i.e. during John Gorton's term as Prime Minister). He retired from politics in 1972 and did not seek re-endorsement for the November 1972 House of Representatives election. After leaving politics he became a leading figures at the Sydney bar, and was president of the New South Wales Bar Association between 1973 and 1975.
