37 letters from Higgins to Professor Felix Frankfurter at Harvard. These deal mainly with his work in the Court of Conciliation and Arbitration; comparisons with the American "collective bargaining" system, the Washington Conference, 1921, comparisons of some aspects of the Constitutions of Australia and America, World War II, Higgins' resignation and his relationship with W. Hughes is discussed; various cases, for example the Sacco and Vanzetti case, 1927, are dealt with, and Higgins also discusses articles, and his book, A New Province for Law and Order, 1922. Also includes 6 poems by Higgins, 4 speeches including The Future of the Greek language and letters; an address delivered before the Classical Association in Melbourne, 17 October 1922; a plea for world peace delivered in 1928; and (The Australian) Commonwealth Court of Conciliation and Arbitration, delivered at Oxford University, 1924. 2 letters from Nettie Palmer, his niece; 1 letter from his wife, after her husband's death; 3 letters from Frankfurter; 2 newsclippings dealing with arbitration and Higgins' resignation.

Born in Ireland, the son of Methodist Minister. Arrived at Port Phillip, 1870. Started work as a teacher, but gave it up to get M.A. and LL.B. degrees, doing some coaching at the same time. Established his reputation as a barrister. On the Council of Melbourne University for 37 years. Was elected to Parliament in 1894 and to Federal Parliament in 1900. In 1904 he became Attorney-General. In 1906 was appointed a judge of the High Court. In 1907 he became President of Arbitration Court. Brought forth principle of the basic wage. Resigned from Arbitration in 1920. His interest in the Federal constitution led him to study the American system.
