Baker is introduced by the Chairperson, and then starts his address by thanking convocation for the invitation to speak to them. He explains why the British Government decided to promote the new industry of Information Technology and how Britain is now leading the rest of Europe in the production and usage of micro-chips and computers. He goes on to describe how the government has encouraged the development and growth of other British industries - such as cable television and satellite technology and also explains why he feels that this growth will stimulate the creation of new jobs for the community. He speaks about the need to train the new generation in the use of computer technology. Baker's address lasted for 20 mins. and he then answers questions from his audience. These questions include subjects such as - How the British Government plans to distribute the benefits brought about by this new technology throughout the community; what measures his government has established to encourage British innovation in the new industries and technologies; what affect overseas investment in local companies would have on the community as a whole. He was asked to give his views of State-owned Unions towards the introduction of this new technology - with its risk of upheaval and job loss in established industries. He is also asked whether he feels there is a correlation between the introduction of the new technology and unemployment; what affect the new technology has had on the news gathering service of Reuters and whether or not he feels the privatisation of British Telecom will lead to a reduction in the quality of its services. The question period lasted for 35 mins., and then Mr Baker is thanked by the Chairperson of National Science Forum.
