The Federal Capital Design Competition was launched 24 May 1911 by the Department of Home Affairs. Smith, a Melbourne engineer. Secretary of the board was Conway Inglis Clark, a Hobart Architect. Judging took place in Melbourne.

"This photograph is of great historic interest, for it shows the moment of the birth of a Continent's Capitol. The majority of the Board of Adjudicators, J.A. Smith and J. Kirkpatrick, here announce that No. 29 is the chosen design for Canberra, whereupon the Governor-General's Deputy has broken the sealed envelope containing the Author's name, and has announced that No. 29 is by W.B. Griffin, Chicago; No. 2, E. Sarrinen, Finland; No. 3, D. Agache, Paris; No. 4 Coulter & Caswell, Sydney. The majority decision was then formally adopted by Hon. King O'Malley, Minister for Home Affairs, 23rd May, 1912."--Printed below photograph.
