Dr. Howell was born in Alexandria,Victoria 1926 where he commenced his teaching career. From 1950 he was on the staff of Camberwell Grammar School in Melbourne, and from 1955 was the Deputy Headmaster of the school. In 1966 he became Headmaster of Brisbane Grammar School, a postion he held till his retirement in 1989. Dr Howell continued his long involvement in many aspects of education, at state and national levels. He was a member of two committees which had a profound effect on education in Queensland- the Radford Committee and the Committee known as ROSBA- the Review of School Based Assessment. He is a Fellow of the Australian College of Education.
