Dr Bruce Shepherd, Federal President of the Australian Medical Association outlines problems in the health care system and criticises government policies which have contributed to the problems. Dr Shepherd argues that greater incentives should be provided to encourage more people to take out private health insurance; that responsibility for health services be returned to the State Governments and that restrictive work practices be reduced.
