The purpose of this study was threefold. The first purpose was to redefine the missions of the public community college following a model developed by Doucette (1983). This model defined institutional missions by using three-part operational activity statements that included the service, the clientele and the rationale. Previous models used the traditional hierarchical goal and objective format. The second was to assess the level of funding support for those missions among the groups influencing resource allocation. The third was to determine the usefulness of the resulting operational mission statements for institutional management. A Guam Community College Activities Survey was administered to territorial legislators, college faculty and administrators, members of the employment community and members of community organizations. High agreement for vocational education and developmental education was found among the six constituent groups.
Also, high priority was given to serving handicapped students and high-school-age students. There was a strong perception that Guam Community College should provide a variety of services to diverse clientele, for a myriad of reasons, but that many of these activities should not necessarily be supported with tax dollars. Administrators of Guam Community College indicated that the clearer missions statements resulting from the study would be useful in planning future direction, allocation resources, and communication with constituents.
