Introduction and Purpose of the Study. The Federal Republic of Nigeria, like other African countries is faced with the problem of defining its educational goals in terms of its own needs. It has been suggested that the community college might effectively meet the special needs of a developing country like Nigeria. Therefore, the purpose of this study was to answer the questions: "To what extent is the Nigerian higher educational system attaining the educational goals related to the community college concept?"; "Of those goals related to the community college concept which should be given the highest priority in the Nigerian higher educational system?"; and "Which goals reveal the greatest disparity between the real and ideal states of goal attainment in the Nigerian higher educational system", in order to determine if the needs that are present in the Nigerian educational system are consistent with those needs that are satisfied by the community college concept.
Methods and Procedures. A needs assessment questionnaire was designed to assess the needs of higher education in Nigeria. The questionnaire consisted of 36 goal statements which conceptualize aspects of the community college concept. The respondents gave their perceptions of how important the goals are in the Nigerian higher educational system and how important the goals should be. The questionnaires were mailed to contact persons in Nigeria who administered it to administrators, lecturers, and students of higher educational institutions in Nigeria as well as parents of postsecondary students. Five hundred questionnaires were mailed to six institutions and 333 (67%) were returned. Means, standard deviations and t-tests were computed.
The disparity between the "is" and "should be" responses were calculated and the composite scores of the total group and sub-groups were computed. Findings. Analysis of the data indicated that the respondents, as a whole, believe that the Nigerian higher educational system is below average in the attainment of the educational goals and that low emphasis is being given the individual goal statements. The sub-groups in the study agree with this assessment. However, the parents and the respondents from the West felt that the higher educational system is average in its attainment of the goals presented. The total group responses indicated that the Nigerian Higher educational system should be above average in its attainment of the goals and should give medium to high emphasis to the individual goal statements.
The sub-groups agreed with this general assessment. The disparity between the "is" and "should be" responses of the total group indicated that respondents believe more emphasis should be given the individual goal statements than presently is. T-test results revealed that all of the disparities are significant at or beyond the .001 level. Conclusions. As to the stated purpose and findings of the study, the following conclusions are warranted: (1) The Nigerian higher educational system is below average in its attainment of the selected goals; (2) The Nigerian higher educational system should be above average in its attainment of the stated goals; (3) The data support the conclusion that a significant gap exists between the present status and the desired status of the Nigerian higher educational system.
The respondents believe more emphasis should be given the goals than presently is. It is apparent, then, that the needs of the Nigerian higher educational system are consistent with those needs that are satisfied by the community college concept.
