"This Review of Environmental Factors (REF) assesses the environmental impacts associated with the proposed installation of toilet facilities, and rehabilitation and revegetation works at Rawsons Pass, on the Main Range in Kosciuszko National Park. The toilet is intended to be a permanent, year-round facility used mainly by walkers in the summer and cross-country skiers in the winter. The rehabilitation works at Rawsons Pass would aim to revegetate and landscape the currently degraded and bare carpark area on the Pass"--Introduction.

- "Mount Kosciuszko, the highest peak in Australia, is a major, longstanding tourist attraction for Australian and overseas visitors to the Park. Rawsons Pass is an open saddle located approximately 1 kilometre below the summit of Mt Kosciuszko, and lies at the intersection of tracks from Charlotte Pass (the ?Summit Walk?) and Thredbo (the ?Kosciuszko Walk?). The Pass was used in the nineteenth century as a collection point for supplies crossing the Great Dividing Range, and as a carpark since the early 1900?s. The carpark area was significantly expanded in the early 1970?s by the then Department of Main Roads. The road from Charlotte Pass was closed to public vehicle access in 1974, because of continuing degradation at the Pass, carparking capacity problems and pedestrian and motorist safety concerns. The Pass remains largely denuded of vegetation, and detracts from the visual experiences of visitors"--Background.
