Before it could be decided where the national capital would be, it had to be decided where it wouldn't be! Sydney and Melbourne have always been rivals. Sydney argued that as the oldest and most populous city in Australia, it should be the capital of the newly Federated Australia. Melbourne, on the other hand, argued that as the richest city, it should be the capital. A compromise therefore had to be found - the new national capital would not be located in either city. The Australian Constitution (section 125) states that the national capital would be located in NSW, at least 100 miles (160km) from Sydney, at a location to be determined by the Federal Parliament.

- Map of New South Wales showing the zone suitable for suggesting a capital city site according the requirements set down in the Constitution. This was to be no closer to Sydney than 100 miles. This has been further modified by the Hon. G.R. Reid's limit of 75 miles from Sydney and Sir George Turner's 200 mile limit. Note that Canberra is shown in dark red extended along the Molonglo River from east near Queanbeyan to west flowing into the Murrumbidgee River. An additional pink area covers the Cotter River flowing from the southwest into the Murrumbidgee River. In addition, a new railway link between Yass and Queanbeyan is proposed and passing through the northeast corner of the new city of Canberra.
