Kevin Kerley was born in 1928 and grew up in Gympie, Queensland. He was educated by the Christian Brothers and undertook training at Marist College, Armidale, New South Wales. He was professed as a Brother in the Society of Mary in 1950. In 1954, Kerley transferred to the Bougainville District of the Oceania Marist Province where he was based for most of the next fifty years. His work as a Marist Brother included managing the Mission's sawmill and plantation, taking charge of the carpentry workshop at St Christopher's Technical School, Tsiroge, and assisting the Diocesan Procurator.
Kerley moved to Sydney to undertake further studies in theology and philosophy and, in 1980, was ordained as a priest. He returned to Bougainville and was living in Manetai when the crisis in Bougainville erupted in November 1988. He began keeping a daily record of his movements and local events, noting the outbreak of guerrilla warfare on the island. He continued parish work and by 1992 was one of few non-citizens remaining in Bougainville. In 1993, he was deported to Rabaul. Returning to Bougainville at intervals over the next few years he found Manetai to be under seige. Kerley established himself at Hahila, where he was employed with aid projects when the first Peace Monitoring Group arrived at the end of 1997.
