This presentation focuses on the extent to which students are handicapped when the medium of instruction in the content fields is a language other than their mother tongue. The presentation has three parts. First, the International Association for the Evaluation of Educational Achievement (IEA) research literature regarding the impact of language factors on science achievement is reviewed. Second, information from the National Assessment of Educational Achievement in Botswana is used to describe the magnitude of the problem in many developing nations. Third, major causes of science achievement for linguistically handicapped students are examined by reference to a survey of science achievements of international students at a Stockholm (Sweden) upper-secondary school. The main conclusion reached is that students are severely handicapped when the medium of instruction in the content fields of schooling is a language other than their mother tongue. Attention is drawn to the necessity of educational aid agencies taking into account the entire culture-learning context in view of the finding that the mere equalization of educational resources across schools/nations is not enough to achieve parity of results.
