Summary

This paper provides an analysis of certain key factors affecting the supply and demand for teachers and the efficiency of their utilization and motivation as these factors occur in developing nations around the world. The factors examined are: control and status; salaries, bonuses, and fringe benefits; recruitment, assignment, and transfer practices; size and location of schools; and relations between public and private education. A number of recommendations are made based on the analysis of existing policies including: remotivating teachers in post; limiting absenteeism; attracting young people to education; improving the level of qualifications of teachers; and reducing the deficiencies of teachers in certain subjects. An appendix containing a number of tables is included, as is a 13-item list of references. (DB)
