Prof. Karmel, born in Melbourne, Vic.; attended Caulfield Grammar (1929-1939); was an economics graduate from Melbourne University, his main interests being in economic statistics and demography. Prof. Karmel recalls in mid 1950s being a member of Council of the University of Adelaide, then Finance Committee, Chair of Education Committee; being chosen by University of Adelaide to begin planning for Flinders University, starting in 1961 but most of the work beginning in 1963; his involvement in the Murray Committee, important for Australian Higher Education (1957). The government of the day was committed to higher education and established the Murray Committee to report on the status, current needs and future role of Australian universities; his position as Principal Elect of Flinders University (1961-1971).
Prof. Karmel speaks about his role on the Martin Committee (early 1960s), formed to consider the development of more appropriate forms of tertiary education focused on the vocational needs of the workforce; his involvement in the establishment of the University of PNG in Port Moresby (1965- 1967s); Karmal Committee's Enquiry to Schools in SA (late 1960s); his appointment as Chairman of the newly established Schools Commission (appointed by PM Whitlam); his appointment to the Australian Universities Commission (1971-1977) & the Commonwealth Tertiary Education Commission in 1975; his membership of the Review Committee on Quality in Education (1985). Karmel speaks about Australian tertiary education in the 1970s, 1980s and 1990s.
