An analysis of Victorian Police statistics relating to minor offences against public order revealed that Aboriginal alleged offenders were over-represented among alleged offenders processed for these types of offences; suggests that the Victorian government needs to review the Summary Offences Act, particularly in relation to penalties for less serious offences such as indecent language; conduct in a public place.
