He recalls that although Broome to some extent was exempt from the White Australia Policy because of the need for labour in the pearling industry, there was segregation and inequity that needed to be opposed."the rules of Broome" included seating people in the Sun Pictures by class and race; Fong speaks of cultural events held in Broome; the Goolarri Media Enterprises whose radio programs have become part of the musical tradition of Broome.
Fong speaks of his role as Shire President & President of Shinju Matsuri Multicultural Festival; the relationships between Broome and southeast Asia; the Federal and State governments role in strategically protecting north Australia and their need to consult with all multicultural groups through Associations when formulating policy. He speaks of being an indigenous multicultural Australian and the disadvantages of being of mixed race; how insights from people with multicultural backgrounds can inform public policy and the current public issues faced by Broome.
