For circular block designs, we obtain sufficient conditions for a design to be A-optimal that are easy to verify and may be used to establish the optimality of a design for an interval of values of $\rho$. For each type of block, we identify a family of designs that has many optimal or highly efficient members according to the A-optimality criterion, and present an algorithm for choosing the best designs from this family for a given situation.
