The Constitution of Nauru was adopted by a Constitutional Convention in January 1968. Almost 40 years later the Nauruan people faced with a disastrous economic situation brought about by poor investment strategies, a headlong rush into overambitious and uneconomic enterprises, and questionable behaviour by some of its leaders, now seek to pull back from the brink with financial and other help from friends and a fresh look at their Constitution. This book started as a project to assist the people of Nauru to understand their Constitution and to give some ideas and encouragement for its review. As is its wont, time got away and that process of review is underway. This book is a little late but in its raw form it has had its use already and may still be of assistance as the process moves ahead. Peter MacSporran is at present General Counsel to the Republic providing legal advice and legislative counselling services to the government. In 1970 after some years in private practice he took Carol and very young Angus and James to live in Nauru where he joined the Justice Department as Senior Legal Officer. Following that stint he spent time in senior legal positions with Western Mining Corporation, H.C. Sleigh Ltd and the State Electricity Commission of Victoria. During this period he obtained a Master of Laws degree and an Arts degree in pure philosophy from Melbourne University. He has maintained a close relationship with Nauru over the years returning on numerous occasions to provide counsel under legal aid and in the late 1980's as Counsel to the Republic in its Inquiry into the Worked out Phosphate Lands of Nauru. Following a 2 year posting as Legislative Counsel to Norfolk Island he took up his present position. He now enjoys country life with Carol on the Mornington Peninsula from where they delight in watching Emily and Isobel grow up.
