Voucher plans vary mainly in the value assigned each voucher, whether schools are permitted to charge extra tuition, provisions for the educationally disadvantaged, and the degree to which participating schools are regulated. A crucial factor in any voucher plan is the freedom of choice parents have in selecting their children's educational environment. This kind of educational marketplace system works only when individual schools are free to meet the desires of their clients. The requirement that schools provide equal educational opportunity tends to conflict with such freedom. Constitutional questions of church-state separation are also involved when voucher systems attempt to include parochial schools. The only major effort to test a voucher plan was a 1972-76 project in Alum Rock, California. Limited to 13 of the district's 25 public schools, the test proved inconclusive. The organizational and authority structure of the district resisted allowing the individual participating schools sufficient autonomy. Parents failed to exercise their freedom of choice to force the schools to compete in the search for educational excellence. This document analyzes both positive and negative attitudes toward voucher plans and describes several alternative approaches in an attempt to determine the most effective system. (Author/PGD)
