Two models for changing existing international organizations into effective instruments of world governance are presented. The first model revises the present Charter of the United Nations; the second calls for a new world security and development organization which would supplement the existing machinery of the United Nations for peacekeeping, peaceful settlement of disputes, and economic and social development, and which would, with the United Nations, have the necessary power to prevent war. The first part of this report explains these two models, discussing questions such as how states would be represented, what branches of government and functional agencies would be needed, what form of world court system would be required, powers of enforcement, revenue sources, and conciliation services. The second part of the booklet presents five approaches to world law and discusses specific, nonmilitary steps that the United States could take to advance the cause of world law. Also provided is an 18-page annotated bibliography on international organizations and world law and a list of nongovernmental organizations working in the United States to promote peace. (RM)
