Ms Ross speaks of her early employment in the Dept. of Aboriginal Affairs; morale of the Department; organisation of the DAA; relations between Bryant's office and the DAA; Bryant's staff; lack of coordination between the Minister's office and the Dept.; NACC structure; the specialisation of Departmental officers; Perkins' role in the creation of the NACC; Dexter's support of Perkins; restructure and introduction of program budgeting after the Auditor-General's report; the "pink book"; changes in the way aborigines regarded the Department; problems with program budgeting; setting up of the NSW area office; the Foundation; investigation into the management of the Foundation and duplication of welfare services; closure of the Foundation; aboriginal hostels; Perkins' patronage in hiring administrators of hostels; white thinking within the ADC.
