The collection consists of photocopies of letters, reports and press cuttings relating to the Tasmanian Hydro-Electric Dept. (1921-1923), the Federal Capital Commission (1925-1929), the Circular Quay scheme (1937-1939) and the Mort's Dock and Engineering Company Ltd (1963). There is also a folder marked "personal" which contains certificates, invitations and biographical details.

Born in England, Butters was an engineer with the Tasmanian Hydro-Electric Dept. (1914-1924) before being appointed Chief Commissioner, Federal Capital Commission (1925-1929). He maintained a consulting engineering practice until 1954, whilst being a director of many companies, and chairman of various committees.
