In December 1998, Senator Richard Alston announced the establishment by the Commonwealth Government of the Major Performing Arts Inquiry. A Committee consisting of Dr Helen Nugent, Mr Michael Chaney, Mr David Gonski, and Mrs Catherine Walter was appointed to undertake the Inquiry. The Committee was charged with 'identifying options and making recommendations on actions that can be taken by governments and the sector to ensure that Australia has a financially healthy, artistically vibrant and broadly accessible major performing arts sector'. The Inquiry was also required to report on the nature of the challenges facing the companies and the forces driving change in the sector. The Committee has determined that prior to making recommendations in a Final Report, this Discussion Paper should be issued to provide a basis for consultation with all major parties-the companies, venues and festivals, as well as with governments. The Discussion Paper is divided into two sections. The Background section, Part A, provides a fact-based analysis of the role of, and challenges facing the companies. Part B, Issues to be Addressed, canvasses options for dealing with the challenges identified in the first part of the paper. Implicit in, and underpinning, the Discussion Paper are four fundamental assumptions: a vibrant performing arts sector is important to Australia, because amongst other things, it helps to enrich Australia's cultural life, define what it means to be an Australian, and present a sophisticated image of Australia to the rest of the world; as a matter of fairness and equity, Australians in all States and Territories should be able to access the major performing arts, although the extent of access will depend on demand for the performing arts in a particular geography, the cost of providing those services, and governments' willingness to subsidise the provision of those services; financial stability and artistic vibrancy are both essential to the ongoing viability of the performing arts over the long term; and in the foreseeable future, the financial stability of the major performing arts in Australia will depend, at least in part, on ongoing government funding, an assumption that has been confirmed by the Federal Government's commitment that funding will not be cut as a result of this Inquiry. These four implicit assumptions have shaped the Committee's interpretation of the facts it has gathered and its reading of the 475 submissions it has received. Under its Terms of Reference, this Inquiry has necessarily focussed on the issues facing the subsidised major performing arts sector as a whole. Each company within the sector faces its own individual challenges, with some companies being in a parlous financial situation at this time. The Committee proposes to meet with each company following the release of its Discussion Paper to address these issues, with a view to incorporating specific recommendations dealing with them in the Final Report.
