Although born in Sydney in 1943, Chin is a member of one of Darwin's oldest Chinese families and a fourth generation Australian. He has been involved in many major Darwin land development projects and was elected to Darwin City Council (1975-1984), serving as Deputy Lord Mayor (1982)
