Argues that owing to cultural complexity no single level of Australian Aboriginal territorial grouping is overwhelmingly the natural group for legal concept of community of native title holders; discusses complexities; framing of native title applications; overlap of applications; effect of grants of native title on those who may have rights but not involved in applications; how and when applications researched, what is appropriate evidence if litigation; challenges to current bureaucratic native title process and ways it could be improved for outstanding and future claims.
