At the National Tax Summit held at Parliament House, the Hawke Government is compelled to abandon its preferred Option C (including a goods and services tax of 12.5% among its reforms) in the absence of a national consensus. It is a disappointed Treasurer Paul Keating who trundles his chief bureaucrats back to Treasury in the 'tax cart' past the Lobby Restaurant where Option C opponents (business and union) are whooping it up. D. Kelly is in fact senior treasury officer David Morgan, husband of Minister Ros Kelly.--Information provided by Geoff Pryor.
