The Supported Accommodation Assistance Program (SAAP) is Australia's main service delivery response to the major social challenge of homelessness. SAAP aims to provide transitional supports to assist people who are homeless, or are at risk of becoming homeless, to achieve the maximum possible degree of self-reliance and independence. This research was commissioned by SAAP to address the need for a more structured approach to providing appropriate responses to people who are homeless and have high level and complex needs (including people suffering from family violence) from services funded by SAAP and other programs from which they receive support. Included in this report is the development of the typology of need that is at a formative stage and is important and groundbreaking work. Chapters 3 and 4 of the Report deal with complex issues. Chapter 3 develops a conceptual framework of need, while Chapter 4 uses this framework to utilise data from the SAAP National Data Collection Agency and examines the circumstances of people with high and complex support needs. The report then explores a broad range of approaches to meet these needs. th
