This paper has been produced for the Utility Regulators Forum to promote discussion on the issue of best practice in utility regulation. The authors have consulted with regulators, representatives of utilities, and consumer groups to identify the key issues involved. Best practice is defined in this paper in terms of principles, processes and organisation. Nine principles of best practice regulation have been identified: 1. Communication; 2. Consultation; 3. Consistency; 4. Predictability; 5. Flexibility; 6. Independence; 7. Effectiveness and efficiency; 8. Accountability; 9. Transparency.
