Mitchell, a non-Indigenous teacher, speaks about teaching in Aboriginal schools in Western Australia during the 1950s. Following a period as a lecturer at the University of New England, he was appointed as the Director of Aboriginal Welfare in New South Wales. He speaks about the changes he made to improve the treatment of Aboriginal people, his reviews of Kinchela Boys' Home and Cootamundra Girls' Home, and the Aboriginal resettlement program. Mitchell was later appointed Assistant Secretary with the Commonwealth Department of Aboriginal Affairs.
