Biography/History

William John "Bill" Kelty born in Brunswick, Melbourne 1948; educated at La Trobe University, where he studied Economics. Kelty's professional union activity began in 1970 as a Research Officer with the Federated Storemen and Packers' Union. In 1974 he accepted an invitation from the ACTU to represent the workers in the Papua New Guinea 'urban minimum wage' case. An Industrial Advocate and Research Officer for the ACTU, he was elected ACTU Assistant Secretary in 1977; held the position of ACTU Secretary from 1983-2000 during which he played a key role in the Prices & Incomes Accords, restructure & amalgamation of trade unions; gaining award based superannuation for workers; development of youth traineeships. Kelty also served as a director of the Reserve Bank (1987-1996)
