"This report presents the findings of research on stakeholder requirements for enabling regulatory arrangements for community housing in Australia. The project ... builds on and can be seen as companion research to a 2001 report - the Kennedy report. The specific purpose of this research is ... to explore the capacity of regulation to enable more effective engagement with 'external stakeholders' ... to support access to finance in addition to government grants for social housing generally and affordable housing in particular. At the same time, it aims to identify the conditions under which such regulatory reform might increase the capacity of the community housing sector - including its capacity to take on new forms of businesske on new forms of business."-- p. 1.
