There are letters, addresses, cuttings, photographs and magazines, providing a good record of Armstrong's long career in the Department of Immigration. Correspondents include several Ministers for Immigration, including Harold Holt, Phillip Lynch, Clyde Cameron, and Billy Sneddon, and Sir William Dunk, Sir John Crawford and Annabelle Rankin. The papers include: 1. Diary, 1947-1948, on overseas visit with Mr Arthur Calwell. 2. Personal Correspondence, 1955-1958. 3. New Year's Honour, 1967, letters and telegrams. 4. Correspondence, 1970-1974. 5. Letters on death of Sir Peter Heydon; congratulations on appointment as head of the Dept. of Immigration. 6. Speeches, 1971-1974. 7. Photographs. 8. Newscuttings. 9. Miscellaneous material relating to immigration; published material.

A public servant for 48 years, Armstrong spent 28 of those years working for Australia's immigration program. He became private secretary to Arthur Calwell in 1945 and accompanied him on his European tour in 1947. Armstrong had two terms as Chief migration Officer in London, from 1954-1957 and from 1969-1971 when he was recalled to become permanent head of Immigration after Sir Peter Heydon's death. He of resigned and retired in 1974 after making a major contribution to the post-war immigration program.
