The purpose of this study was: to compare the public housing framework in South Australia, Victoria and New South Wales between 1975 aand 1993 with particular regard to eligibility critera, rent levels, tenant purchase and priority housing allocation; to analyse the usage for public housing with regard to a number of variables including immigration, age, income, gender, educational qualifications etc.; to analyse the factors influencing the concentration of particular ethnic groups in public housing; to analyse the role and impact of the location of public housing on the delivery of settlement services to the newly arrived immigrants; and to identify the incentives for using public housing and the characteristics of individual tenants or groups most likely to become long-term dependants on public housing.
