"The study of local state elites' perspectives on decentralisation and local autonomy is very critical in understanding the nature of Indonesian politics and in the process towards the better implementation of Law No. 22/1999 and Law No. 25/1999. The reason for this is simply, as Alagrappa (1995:28) stated, because the elite groups have greater control over the power resources, shared norms and consent among the elite are more important than among the general public. Similarly, Liddle (1996: 110-111) among others, also supports this argument by saying that the explanation of policy making (in Indonesia) lies not in the interests of the state qua state but in the behaviour of the key actors, as those actors formulate their goals, perceive constraints and opportunities and calculate means to deal with them. By taking into account the above propositions as the points of departure, this book attempts to delineate the Indonesia's local state elites' perspectives on decentralisation and local autonomy. It specifically focuses on two issues. The first is to describe how the local state elites have defined decentralization and local autonomy, and what are, in their opinion, the main goals for decentralisation and local autonomy. The second is to illuminate the local state elites' personal comments upon the current setting of local government's authority and central-local governments' financial relationship"--P. v-vi.
