In the first essay I outline and develop analytic foundations for political economy models using a choice theoretic approach. I construct models of voting from first principles, in which there is an explicit role for campaign spending, that are consistent with traditional microeconomic axioms; and then test the conclusions of these models econometrically. In contrast to the standard approach I define my variables as the change in spending and votes for a candidate rather than the level of spending and votes. The empirical results are in partial conflict with recent empirical work, but provide support for a nested decision model of voter choice. I also test the hypothesis that the increase in turnout is attributable to the closeness of the election rather than to an increase in spending and conclude that this is not the case. In the second essay I consider the issue of interstate competition to attract new investment.
I construct and analyze a model in which states engage in this competition and show that an incumbent government behaving optimally in response to the political-economic incentives it faces may pursue an economic development policy that reduces aggregate welfare. If those who gain from the new investment are concentrated relative to those who lose then they are better able to overcome the collective action problem associated with the application of political pressure. In such a case the state may be worse off in aggregate if it attracts the investment. The likelihood of this increases as the number of states competing for the new investment increases.
