Worthy speaks about his work with the Welfare Branch of the Northern Territory Administration from 1962 to 1966 where he was responsible for the closure of island institutions for Aboriginal children and the introduction of cottage homes in Darwin. Worthy was the Director of Victorian Aboriginal Affairs from 1968 to 1974. He talks in particular about efforts to make the Lake Tyers Aboriginal Settlement into a self-managed community. Worthy was Regional Director, Queensland for the Commonwealth Department of Aboriginal Affairs from 1974 until retirement.
