Born Dale Sara Rosenthal November 12, 1938, Chicago, Illinois, USA. Migrated to Sydney, Australia October 3, 1958. BA at the University of Sydney. Moved to Canberra ACT 1968. She was appointed as the inaugural head of the Office of Women's Affairs Section of the Department of Prime Minister and Cabinet in 1974-77 (now Office of the Status of Women) and was the advisor to Prime Minister Gough Whitlam in 1975. She resigned from the Public Service in 1977 and worked as a teacher at the ANU. Dowse has worked as a journalist, publisher, editor and reviewer for a variety of newspapers and journals. Dowse was the recipient of the 1982 AIPS / APSA Women in Politics Prize and the 1995 ACT Book of the Year award. Her book Sapphires was short listed for the 1994 3M / Royal Blind Society Talking Book of the Year Award, the Australian list for the 1996 IMPAC Dublin Prize, and the 1995 Steele Rudd Award. Dowse also won ACT Book Reviewer of the Year in 1995 and shared this award with Marion Halligan in 1997.
