Tapes 1-4: Tony Powell discusses his years at the National Capital Development Commission (NCDC), Canberra from 1974 to 1985; his work with DURD (Department of Urban and Regional Development under Tom Uren in the Whitlam Government); his work as the Chairman of the Darwin Reconstruction Commission (1975); the rebuilding of Darwin after Cyclone Tracy, while jointly serving as the NCDC Commissioner and maintaining offices in Darwin and Canberra; his work at the NCDC; several key aspects of the Commission's work; the establishment of the new parliament house on Capital Hill and the Australian Institute of Sport; his management style; his views on corporate planning; how the Commission worked and the changes he instituted to revitalise the Commission when he arrived in 1974 until he retired in 1985.
Tapes 5-8: Powell talks about his work at the Commission; the White Committee's review; self-government in the ACT; the role of the White Committee, its recommendations and the subsequent demise of the NCDC; his views on public participation/public consultation, media relations and the public face of the NCDC; women at the NCDC; political change/ministerial change and its effect on the NCDC's work, staffing and management decisions; the National Capital Idea and the role of Robert Menzies in the development of Canberra; his family company, Lindgren Holdings; the background to the company; the workings of the meat industry; his juggling of family company business and the role of the Commissioner at the NCDC; how this experience prepared him for private practice and his public service career.
Tapes 9-12: Powell speaks about his years in the NSW Public Service as Director-General of CaLM (NSW Department of Conservation and Land Management) from 1992-1993; the Greiner governments public service reforms; his work for CaLM and his views on management and structural change; his professional practice and theories; his work as a town planner from 1958 until now; some of his major consultancy work with Lend Lease Corporation; some of his personal successes and failures, providing examples and reasons for both; his connection to Canberra's planning; his view on the problems facing the ACT Government today with particular reference to urban design and town planning; his recent town planning initiatives and work with developer, Terry Snow; his recent publication, 'Living city', published by Terry Snow and its solutions for revitalising the centre of Canberra and its proposals for City Hill; the support of his wife, Anne Powell, throughout his career.
