This report is one in a set of two guidelines outlining the implementation parameters for the Efficiency Standards for Power Generation (referred to as Generator Efficiency Standards or GES) measure. These guidelines were developed following extensive consultation with industry, electricity users and the wider community and was publicly released in July 2000. It is complemented by a second set of guidelines titled Technical Guidelines: Generator Efficiency Standards that deals with the more technical aspects of the program.
