In 1915 the Jervis Bay Territory Acceptance Act 1915 created the Jervis Bay Territory as an annexe to the Australian Capital Territory as it was intended that the A.C.T. should have its own harbour. In 1988 when the ACT gained self-government, Jervis Bay became a separate territory administered by the Minister for Territories.

- Real estate sales plan broadsheet showing proposed real estate development on Jervis Bay, opposite the Naval College. The plan of the public land subdivisions on recto is attributed to Henry Sheaffe, licensed surveyor, Bowral but drafted by Walter Bergelin, Dept. of Lands. In this later version the land subdivisions have been handcoloured orange to indicate what has sold - the remaining yellow subdivisions are still available. Note also that a white sheet marked 'Torrens Title' has been pasted over the original sheet obscuring the original advertisement promoting a 5% discount and free certificate/title to those purchasing within one month of the sale date [i.e. Dec. 10, 1917]. The col. illustration giving an elevated view of Jervis Bay is by Walter Burley Griffin and shows his impression of the site. The map on the verso is Walter Burley Griffin's proposed residential layout of a section of the town of Jervis Bay, accompanied by two photos and extensive notes on the history of Jervis Bay, statistics relating to its future as a terminal port for shipping to and from Australia, views on the potential of Jervis Bay by notable Australians, an extract of a 1908 speech by Austin Chapman on Jervis Bay as a portico to the Federal Capital, and the case for decentralisation put forth in an article from the "Sun", April 28 1914. The notes relating to the proposed development of Jervis Bay into a modern city, in particular its projected residential development, appear to be indirectly attributed to the ideas of Walter Burley Griffin and his vision for Canberra.
