This document provides a study of the viability factors for small child care centres in rural and remote areas. The study was commissioned by the Commonwealth Child Care Program of the Department of Family and Community Services (FaCS). Requirements of this study specifically focused on the need to encourage child care providers to establish long day care (LDC) centres in rural and remote areas where there is a perceived under-supply of such services. The Child Care Industry is a unique sector, operating differently from other business areas. The growing number of private operators has placed increasing pressure on centres to operate more like businesses. In recent years the industry has been marked by frequent change in terms of funding, regulations and community demands.
