"This guide aims to assist councils to develop stronger strategic collaborative arrangements that use resources wisely to meet their communities' long-term needs. Strategic collaboration is not just about savings and sharing resources. It is also about maximising capacity in addressing community expectations. Collaboration between councils should enhance staff skills and experience. Collaboration is not about reducing staff numbers or council autonomy. This paper has been informed by the experience of the local government sector in developing such arrangements derived from the sector's responses to the New Directions for Local Government Paper released in November 2006. The guide is in two parts. Part A provides the context and overview ... Part B provides an organisational overview, including a practical guide to developing collaborative relationships and other resources to assist councils develop and manage collaborations effectively."--Introduction.
