Summary

Presents results of research that looked at the way community health organisations are funded, as there have been many complaints about the way of funding; describes the current government funding and regulations practice for the Commonwealth and each state and territory; presents perspectives of the senior staff of the community controlled health services and government health authorities; discusses the characteristics of funding that are a barrier to good practice in health service provision, and the characteristics which enable good service provision - such as long term relationship behaviour which builds trusts and enhances capacity; concludes that the classical contracting model applied to the community controlled health services delivering primary health care; provides ideas towards a framemwork of good practice in funding and regulation.
