The first major buildings planned for the commercial centre were the Melbourne and Sydney Buildings, recognised by their distinctive colonnades. The Sydney Building was officially opened by then Prime Minister, S.M. Bruce, on 3 December 1927. Construction had began in 1926 but the internal fittings not completed by their lessees until 1946. An earlier choice had had to be made by Federal Parliament as to how the buildings were to be constructed - as a whole by the government or as component parts by individual tenants. Only the outer facade was completed in 1927, not the individual shops housed within. Accordingly, shop spaces were offered as individual parcels of land and auctioned for lease in 1924. This was one of the earliest land auctions within the nation's new capital. On purchase, lessees agreed to build their premises in accordance with an overall design which had been prepared by government architects, ensuring that the exterior conformed to the Government's plans. Immediately after World War II, the Melbourne and Sydney buildings still comprised the main part of Civic. The YWCA was estalbished on the corner of Mort and Alinga Streets in 1928.
