Three important obligations of the English department chairman are to develop the department's program, to improve the quality of teaching, and to build the staff. The chairman's immediate responsibilities for the academic program of his department are to provide adequate beginning and advanced courses for the English and non-English specialist, to recruit undergraduate majors, and to speed up degree programs, especially for graduate degrees, in order to turn out more specialists at a faster rate. To improve the quality of teaching, the chairman should not only provide supervised teaching for degree candidates but also should visit classes taught by his staff and encourage the staff to talk about their teaching. To secure and keep a good staff, he should invest funds to give the department distinction in two or three areas, recruit alert, imaginative people possessing a sense of professionalism, and do all in his power to ensure high morale.
