While the belief in educational determinism is being discarded, the notion of holding educators accountable for results might provide the incentive necessary for educational improvement. The concept of accountability is based on specifically defined objectives and measurement techniques that determine exactly what the teacher intends to accomplish, and instructional methods that guarantee that most students will obtain the objectives. The change strategies presented are designed to breach the barriers to change by employing methods that cause the entire institution to become accountable to students and the community. An eight-point plan for change is considered. For a college to be successfully accountable, change must be planned and incorporated into a management strategy. The effectiveness of the strategies advocated in this report depends on the strength of the college president, the total support of him by the college board, and a suitable time period in which to implement programs. The accountability model presented in this report is applicable to any community college if implemented within a broad, flexible framework of planned change. Case studies of accountability development at various community colleges are cited. (CA)
