This paper contains discussion and recommendations relating to admission, selection, and retention of personnel at points of entry and postentry into the teaching profession. Included are 1) suggestions regarding the use of team judgment (committees of parents, minority groups, professionals, and students) in decisions affecting teacher selection, employment, and retention; 2) a behavior construct (list of teacher attributes) suggested as a yardstick for self-appraisal and objective assessment of teacher effectiveness; 3) recommendations regarding selection of applicants to preservice education including a list of requirements for admission and a list of strategies for preservice self-appraisal and faculty assessment during field and clinical experiences; 4) recommendations regarding the use of videotaping and multidimensional approach using one or more observation systems for objective assessment during preservice education and during probation; 5) "process criteria" (List of traits, skills, or techniques) suggested for use by cooperating teachers, clinical professors, and others evaluating teachers' field and clinical experiences; and 6) a list of recommendations designed to retain experienced teachers in inner-city schools. The paper is based on the assumption that before pervasive reforms can be brought about the profession needs to recruit men and women with intellect, imagination, and the daring to renew an institution already effete in 1940.
