Guidelines for the Title 3 National Defense Education Act (NDEA) language programs in the State of Illinois are presented in this report. Recognition of the changing status of language programs and of declining enrollment in the high schools underscores the need to develop student-centered programs. Discussion of NDEA programs is directed toward three areas: (1) program objectives for fiscal year 1970-71, (2) realization of foreign language objectives, and (3) the future: statewide needs and objectives.
