The principal problem of this work is to discover, perhaps construct, a pedagogical process for thinking about the future that makes use of the methods of forecasting, but makes use of them to create new attitudes and understandings on the part of institutional planners. The underlying concern is to develop a way for planners to address the future without forgetting the future of individuals. It is an attempt to set out a role for the citizen in future planning, and to develop an argument for the use of sustained divergence of opinion in planning, rather than the pursuit of consensus. Further, the work supplies the first pedagogy for the use of futures terms now generally used with no fixed meaning and details the rationale for a comprehensive training program for planners in moral understanding of the concerns they must address in planning the future environment for all men. Chapters include: 1) Delphi: A Tool to Develop Future Environments; 2) Expository Methods (Future Histories and Scenarios); 3) Value Shift Assessment: A Tool to Examine Goal Impact; 4) Future History Analysis and Review: A Tool to Examine Strategies; 5) Cross-impact Matrix and Cross-purpose Matrix: Tools for Planning; and, 6) The Study of the Sufficient Future: The Logic of Suspended Disbelief.
