The document is the fourth of a five-part series focusing in minute detail on the processes involved in the formulation of an instructional systems development (ISD) program for military interservice training that will adequately train individuals to do a particular job. Inputs, procedures, and outputs for Phase IV (Implement) and Phase V (Control) are presented. The Implement phases consist of two areas for the training of staff: (1) implement instructional management plan--providing guidelines for carrying out successful classroom management functions, and (2) conduct instruction. The Control phase consists of three steps: (1) conduct internal evaluation--analyze learner performance in the course in order to determine deficient or irrelevant instruction and thus improve its quality, (2) conduct external evaluation--assess students' on-the-job performance to determine actual performance of course graduates, and (3) revise system--make changes based on empirical data that reflect instructional deficiencies or for other reasons.
